1. Preheat oven to 400°F. Coat a large baking sheet with cooking spray. 2. In a large skillet over high heat, heat oil. Add green pepper, onion, and celery, and saute until tender. 3. In a medium bowl, combine remaining ingredients; add the vegetable mixture and mix well. Form into 8 patties and place on prepared baking sheet. 4. Bake 18 to 20 minutes, or until golden. Serve warm.
